Almost every PC has Sun Java running on it (if you're not sure, you can follow this link and check by clicking on "Do I have Java?"). This latest update fixes multiple "Highly Critical" vulnerabilities that allow security restrictions to be bypassed (among other things) and compromise a vulnerable system.
